Henry
Winkler finds many new happy days.....Hanging
on an office wall at KTVT/Channel 11 is a portrait of Michael
Richards as Kramer, the hipster-doofus character the actor
played on Seinfeld. Sitting in front of this portrait on a
recent morning is Henry Winkler, who played '50s hipster
Fonzie on the classic sitcom Happy Days, a TV icon underneath
a TV icon.

The IDA President's Letter -You
and I would not be members of IDA if we did not share the
belief that literacy offers promise for the individual and
hope for a society. As Peter Drucker has said, “If you think
education is expensive, try ignorance!” In our world ignorance
and illiteracy walk hand in hand.

Individuals with Disabilities Education Act, (IDEA) which was
reauthorized in 2004.

Board for People with Disabilities Comments
....on Proposed
Changes to Mental Health, Mental Retardation, and Substance
Abuse Services’ Human Rights Regulations
In continuation of the
on-going review of proposed changes to Virginia’s rules and
regulations governing services for individuals with
disabilities, authorized at its September 13, 2006 quarterly
meeting, the Virginia Board for People with Disabilities
forwarded its comments on the state’s human rights regulations
with respect to individuals receiving mental health, mental
retardation, or substance abuse services to the Virginia
Department of Mental Health, Mental Retardation and Substance
Abuse Services (DMHMRSAS) on November 15, 2006. The specific
regulations addressed were:
12 VAC 35-115-10 et seq.
Rules and Regulations to Assure the Rights of Individuals
Receiving Services from Providers of Mental Health, Mental
Retardation, or Substance Abuse Services.

Accessing New IDEA 2004 Regulations
The
U.S. Department of Education (USDOE) has released the
long-anticipated new federal regulations for Part B of the
Individuals with Disabilities Education Act (IDEA), enacted by
Congress in 2004. Over the coming months, the Virginia Board
for People with Disabilities and others will be watching
closely and offering guidance as the Virginia Department of
Education (VDOE) reviews and modifies the state’s special
education regulations to ensure compliance with IDEA 2004.
